I have NO idea how, or why my recording settings were set to CBR as I've never run CBR for recording. I take a look at my OBS settings and for some reason my recording was set to CBR, AV1, 12000, blah blah blah.
Google-fu for about an hour and for some reason something stuck out to me in a post I found on the OBS forums - CBR is for streaming, use CQP for local recording. really frustrated me, and due to the way my brain works, I couldn't stream tonight until I figured out my issue.

I could stream, record and have the replay buffer going at the same time on my dedicated streaming PC.
I have a dual PC streaming setup, so this might not apply to everyone, but just wanted to codify this somewhere other than my brain.Įverything was working great on Monday, installed the new ARC770 (AV1 plans in the future) modified my OBS settings, scenes and sources to stream in 1440p60. TL DR #2 - I'm sorry this isn't "answered" per-se but it didn't really fit into the other flair categories. TL DR - Don't stream and record with CBR at the same time, you will experience encoder lag.
